      River issues for 1999 / 2000

     Contents:

·        The Rangitata River - Irrigation Schemes

The Rangitata River.
The OCKC "Generic River Protection Package" was used for the first time in February.  I used it to help me lodge a submission objecting to an irrigation scheme to be situated at the bottom of the gorge.  Unfortunately a second irrigation scheme proposed for the river near Arundel was not posted in our Otago papers and therefore not formally objected to.  Nevertheless, OCKC has lodged a telephone appeal to the Canterbury Regional Council (CRC) stating our status as an interested party.  OCKC oppose irrigation schemes for the following reasons

1  We support free flowing rivers

2  The documented failures of irrigation dams and canals in NZ.

Waipori Hydro Scheme Re Consenting, Trustpower.
Following regular consultation meetings OCKC has formally requested 3 summer weekend water releases for the duration of the consent.   

 

The Clarence River and Trans Rail.
Extraction of riverbed will be delayed while Trans Rail re position themselves to sell the Ferry part of their Business

The Clutha River.
Contact Energy is part way though the re consenting process for its hydro generating facilities: The Clyde and Roxburgh power stations on the Clutha river, (affecting also the Kawarau river) and the Lake Hawea control structure.  Contact Energy will lodge the application with the Otago Regional Council, Dunedin, in March 2001.  To gain re-consent CONTACT must comply with the requirements of the Resource Management Act 1991 (RMA).  The timetable is

·  March 2001 CONTACT Energy will lodge the final application for re consenting their rights to the waters of these three major river systems. 

·  Between April - June 2001 OCKC must lodge a submission in writing to the Otago Regional Council.

OCKC has met with CONTACT Energy and confirmed the clubs status as both a recognised body and interested party.  Suggested compensation to canoeists from CONTACT Energy for the loss of these free flowing rivers can be both short and long term and be at 3 levels. 

1.     To meet Local needs on the Hawea. 

2.     To meet Regional needs such as planned regular weekend summer releases on the Hawea and possibly a slalom course. 

3.     To meet National needs by sponsorship of the protection of other outstanding rivers.

Additionally OCKC has met with Otago Conservation, Fish and Game Otago and Ngai Tahu to discuss the effect of the re-consenting process.
